Instructions
- Preheat the oven to 350°F (175°C).
- Cook the macaroni according to package instructions; drain.
- In a saucepan, melt butter over medium heat.
- Stir in flour and cook for 1 minute.
- Add milk and cream, whisking until smooth.
- Stir in cheese, salt, pepper, garlic powder, and mustard powder until melted.

- Transfer to a baking dish and sprinkle breadcrumbs on top.
- Bake for 25-30 minutes until bubbly and golden.
